Apply to University in Rome
How Tunisian students apply to Sapienza, Tor Vergata, Roma Tre, LUISS and LUMSA, then pre-enrol on Universitaly
In short On this page
To apply to university in Rome as a Tunisian student, you first apply on the university's own portal (MoveIn for Sapienza at EUR 30 per application, Delphi for Tor Vergata, GOMP for Roma Tre, or the LUISS and LUMSA admission tests), then complete the Universitaly pre-enrolment that the university validates for your visa. Validations are capped per university since 2026/27, so apply early: for 2027/28, the visa deadline for Bachelor's and Master's courses is 31 October 2027.

You live in Tunisia and want a place at a university in Rome. Where do you apply, and in what order?
Short answer: you apply to the university first, on its own portal. Once it admits you, you fill in the Universitaly pre-enrolment, which the university validates and sends to the Italian Embassy in Tunis for your study visa. The visa deadline for 2027/28 Bachelor's and Master's courses is 31 October 2027.
This is part 2 of the complete guide to studying in Italy for Tunisian students, which sets out the whole path, the costs and the calendar. This part covers choosing a course, applying to the five main universities in Rome, the Universitaly pre-enrolment and the PhD.
1. How does university admission work for a non-EU student living in Tunisia?
University admission in Italy works in two separate steps for a Tunisian student, who counts as a non-EU student resident abroad and needs a visa. The Ministry of University (MUR) circular, valid for 2026/27 and 2027/28, sets these two steps:
- The university application: on the university's own portal, with its fee and, for some courses, a test. The university decides whether to admit you.
- The Universitaly pre-enrolment: once admitted, you fill in a form on Universitaly. The university checks and validates it, and the file reaches the Embassy in Tunis. It is mandatory for every visa applicant, PhD included.
Each university in Rome sets its own application dates, so there is no single national deadline: the 2027/28 calendar of study deadlines for Tunisian students puts them in order. Medicine has new access rules (Law 26/2025) whose details for international students are not yet published, so Medicine is not covered in this guide.
2. How do you find a course and check its entry requirements?
You find a course on Universitaly's course search, then check its entry requirements in the call on the university's own site. Open Universitaly's course search (opens in a new tab) and filter by city (Roma), degree type (Laurea for a Bachelor's, Laurea Magistrale for a Master's) and language of teaching. Then open the course on the university's site, where the call, fee and deadlines are. For each course, check:
- Your diploma: a Bachelor's needs a secondary diploma after at least 12 years of school, which the Tunisian bac meets. A Master's needs a Bachelor's degree and transcripts. Some courses add an aptitude test.
- The language: Italian-taught courses use an Italian test at B2 or above organised by the university (an Italian B2 certificate exempts you). English-taught courses need a B2 certificate in English.
- Your documents: Tunisian diplomas must be legalised and translated, and the university may ask for a DOV or CIMEA statement. See how to legalise a Tunisian diploma for Italy and choose between DOV and CIMEA.
What goes in your application file
Each university lists its own documents in the call. The list below is the one the agency I used gave me: check each item against your course's call (recommendation letters and a portfolio are only asked for some courses), and prepare the papers early, in several certified copies, legalised and translated as explained in the documents guide:
- Every applicant: your bac and its transcript, a colour copy of your passport's photo page, a motivation letter and a Europass CV (in the language of the course), and passport photos.
- For a Master's, add: your Bachelor's degree, all your university transcripts, internship and participation certificates, the study plan of your Bachelor's years (subjects and hours), 2 recommendation letters from professors, and a portfolio for Design, Architecture or Multimedia courses.
- Your language certificate: IELTS Academic or another English certificate at B2 for an English-taught course, B2 in Italian for an Italian-taught one.
If you prefer to go through an agency, see how the WSC Tunisia agency works, step by step.
3. How do you apply to Sapienza, Tor Vergata or Roma Tre?
You apply to Sapienza on MoveIn, to Tor Vergata on Delphi and to Roma Tre on GOMP, because each public university in Rome uses its own portal. Dates below are from the 2026/27 calls; 2027/28 is expected to follow a similar pattern, so check the 2027/28 call.

4. How do you apply to the private universities LUISS and LUMSA?
You apply to LUISS through the Luiss Test or international certifications, and to LUMSA through an online admission test; both private universities still require the Universitaly pre-enrolment after admission.
LUISS: the Luiss Test
LUISS admits non-EU students through the Luiss Test or international certifications (LUISS page for non-EU students (opens in a new tab)). For 2027/28: applications from October 2026 to 10 February 2027, test from 22 to 26 February 2027, enrolment by 4 May 2027, fee EUR 150. First-year Bachelor's tuition at LUISS is a flat EUR 15,000 a year plus the regional tax. LUISS offers scholarships for non-EU students (20 full waivers in 2025/26), but the 2027/28 scholarship call is not out yet.
LUMSA: Italian-taught Bachelor's courses
LUMSA's Bachelor's courses are taught in Italian (B2 needed) and start with an online admission test (EUR 100). For a Master's, use LUMSA's apply page (opens in a new tab) (also EUR 100). Students resident abroad pay a flat EUR 4,390 a year (2026/27 student guide, PDF (opens in a new tab)). After admission to LUMSA, you still do the Universitaly pre-enrolment.
5. Rome's five universities compared: portals, windows and fees

6. How do you complete the Universitaly pre-enrolment?
You complete the Universitaly pre-enrolment online after admission, in three steps: the form links your university admission to your study visa and is not a second application.
- Create your accountRegister on Universitaly (opens in a new tab) with your name exactly as in your passport, in Latin letters, no accents. Use an email you check: the visa appointment arrives there.
- Fill in the formChoose the university and the course you were admitted to (one course per pre-enrolment), the Italian Embassy in Tunis, and study as the purpose of stay.
- Upload and submitUpload your passport, diploma, transcripts and language certificate, prepared as in how to prepare and translate Tunisian documents for Italy. Submit and keep the summary for the visa.
The university in Rome then validates your Universitaly file. New since 2026/27: each university can validate only its reserved places for foreign students plus 20%, then Universitaly blocks further validations, so apply early. After validation, ALMAVIVA emails you a date: see how the Almaviva student visa appointment in Tunis works. The 2027/28 visa deadline is 31 October 2027. More answers in the Universitaly FAQ (PDF) (opens in a new tab).
7. How do you apply for a PhD in Rome?
You apply for a PhD in Rome through each university's yearly PhD call, which Sapienza, Tor Vergata and Roma Tre usually publish in spring. The 2026 calls (42nd cycle) closed on 9 June (Tor Vergata), 17 June (Sapienza) and 14 July (Roma Tre). The 43rd cycle (2027/28) is expected in spring 2027 (check each call):
- Sapienza PhD admissions (opens in a new tab)
- Tor Vergata PhD calls (opens in a new tab)
- Roma Tre PhD call (opens in a new tab)
PhD candidates apply with their Master's degree and transcripts. A selected PhD candidate still does the Universitaly pre-enrolment; there is no fixed visa date for the PhD, but apply for the visa before teaching starts.
Frequently asked questions
Can I apply to several Italian universities?
Yes. Each university in Rome has its own application and fee, so you can apply to several at once, and Sapienza accepts up to 2 applications at EUR 30 each. However, one Universitaly pre-enrolment covers only one course, so once you are admitted you choose a single course and pre-enrol for that course.
Is Universitaly the same as applying to the university?
No. You apply first on the university's own portal (MoveIn, Delphi, GOMP or the LUISS and LUMSA tests), and the university decides whether to admit you. Universitaly is the pre-enrolment you complete after admission: the university validates it, and the file then reaches the Italian Embassy in Tunis for your study visa.
Do I need the SAT to study in Rome?
Only for some courses. At Sapienza, some English-taught Bachelor's courses ask for a SAT score of 960 or more, or a TOLC instead. Other courses rely on your Tunisian bac, a B2 language certificate and, for some programmes, an aptitude test set by the university, so read the call of the exact course before you apply.
Can I study in English in Rome?
Yes. Some degree courses in Rome are taught in English, and they require a B2 certificate in English. To find them, set the city to Roma and use the language-of-teaching filter on Universitaly's course search, then read the course call on the university's site for the deadline and the application fee.
When does the Sapienza application open for 2027/28?
Sapienza's MoveIn window for 2027/28 is expected to open around December 2026. In 2026/27 the window ran from 22 December 2025 to 15 May 2026 for non-EU students who need a visa, and each application cost EUR 30. Confirm the exact dates in Sapienza's 2027/28 call before you apply.
